The Chancellor’s request was too broad by eleven words.

Mara counted them twice while Station Four ticked beneath its glass-and-brass hood. The first count came by habit. The second separated inspection from action, display from direction, and courtesy from the authority courtesy so often smuggled indoors.

“I ask permission to open the packet and direct Station Four to display its lawful result,” Isolde said.

Tamsin’s hands flattened against the hearing table. Her fingers shook once, then steadied.

“No,” Mara said. “Inspection is not direction. Display is not obedience. Try again.”

Isolde regarded her with the polished patience of a woman waiting for lesser people to exhaust themselves.

“I ask Tamsin’s permission for the witnessed panel to open the packet solely to inspect and read the surviving path.”

This time the sentence ended where it ought.

Tamsin glanced at Seren’s suspended pen. “I permit the witnessed panel to open the packet solely for inspection and reading. I withhold copying, activation, direction, appointment, obedience, ratification, response, surrender, and all further handling except what is necessary to close and preserve it.”

Seren repeated the grant before entering it in the public ledger. Tamsin corrected one omitted solely. Only after the correction had been initialed by both of them did Mara nod.

Station Four gave one low chime.

No panel opened. No wheel accelerated. The machine had acknowledged a limit rather than mistaken it for an invitation.

Caelan placed the cutting tray at the marked edge of the table, then stepped away from it. He had arranged the lamp, blade, and iron support before the hearing began. Now he left them within Mara’s reach and offered neither instruction nor assistance.

A useful improvement. Also an infuriating one, since improvement complicated several perfectly serviceable grievances.

    Mara cut the cord.

The fibers parted with a dry snap. She unfolded the packet along its existing creases, touching only the outer corners. Left lower flap over center. Right upper flap over that. The cord had crossed twice clockwise before being knotted, and the seal had been pressed after the knot was tightened. One continuous order, clean enough to repeat and preserve. Not clean enough to name the hands responsible.

Seren recorded the sequence without speculation.

Inside, five gold lines crossed a sheet of black mica. Four ended in intact territorial seals. The fifth terminated in an empty socket shaped to receive a seal but bearing no name.

Isolde’s gaze went to that socket before it went to the central inscription.

The movement lasted less than a heartbeat. Her right thumb flattened against the table’s edge; then her hand relaxed, and her attention returned to the four identified seals.

Mara recorded the reaction in memory and assigned it no meaning. Suspicion was useful. Suspicion pretending to be evidence was merely vanity in a severe coat.

“A unified route,” Isolde said. “The holder may direct it.”

    “Read the verbs,” Mara replied.

Seren shifted the lamp. Heat crossed the mica, waking three central clauses:

    PRESENT TO EACH TERRITORY.

RECEIVE ASSENT OR REFUSAL WITHOUT PENALTY.

CONFER EFFECT ONLY AFTER FIVE VALID ANSWERS.

At each territorial endpoint, the line divided into two branches of equal width. ACCEPT ran along one branch. REFUSE ran along the other. Neither returned authority to the packet’s holder. No secondary thread imposed delay, forfeiture, renewed demand, or punishment. The fifth route carried the same balanced division, though no territory was named at its end.

A smaller line emerged beneath the central clauses:

UPON COMPLETION, ISSUE NOTICE TO THE ENTERED DESTINATION.

The space reserved for that destination showed no inscription.

    “It is asking,” Tamsin said.

“It is awaiting performance,” Isolde replied. “Custody may include procedural direction.”

Mara rested the glass pointer above the first division without touching the mica.

“Custody permits presentation. It does not supply an answer.”

“The holder chooses when to present it.”

    “Subject to lawful access.”

    “The holder preserves the route.”

    “Preservation is not appointment.”

Isolde’s argument narrowed with each exchange, but she did not abandon it. Compliance had purchased her sight of the instrument. It had not produced humility, moral revision, or any other implausible winter miracle.

Mara indicated the equal branches. “A command path would either exclude refusal or attach consequence to it. This does neither. The route records voluntary territorial ratification. It gains legal effect only after five valid territorial answers. Possession confers no interim command, appointment, or transferred authority.”

Seren repeated the classification, then entered it beneath Tamsin’s grant.

Tamsin witnessed first. The pen pressed hard enough to leave an impression on the prepared sheets below the public page. Isolde added a formal objection asserting that presentation might carry limited procedural power. Seren recorded that objection after the finding rather than above it.

    The order mattered.

Station Four chimed again. A narrow panel brightened beneath the hood, showing Tamsin’s present grant exactly. Immediately below it lay a blank entry position. Beneath the blank stood the packet’s preparation mark.

The margins continued unbroken through all three positions. The ruling lines remained aligned. No tear, heat blister, or abrasion explained the emptiness.

“The gap is bounded,” Mara said. “Ordinary page damage is excluded. Cause is not.”

Seren entered that distinction as well.

The fifth socket remained dark. Isolde did not look at it again.

Mara set down the pointer. Pain climbed from her burned palm into her forearm, hot and rhythmical. Her injured leg had begun trembling beneath the table.

    “That is enough.”

Isolde’s attention sharpened. “The unnamed socket—”

“Remains unnamed. The missing permission remains missing. We have classified the route without exceeding Tamsin’s grant.”

“A further comparison might identify the preparer.”

“A further comparison might destroy the admissibility of what we have already secured.” Mara looked to Seren. “Close the packet along the recorded folds. No examination during closure.”
