## Chapter 27: The Branch Still Live

Keeper Senn stopped Rowan at the first stair.

“Your proposed test requires forty-three minutes after restoration,” she said. “North Bell can spare thirty minutes of full isolation. Explain where the other thirteen come from without borrowing them from my workers.”

Rain struck the entrance glass hard enough to blur the lamps outside. Two replacement runners waited beside the warning satchels, both wearing flood ropes and expressions suggesting they had already heard several bad explanations.

Rowan held his splinted right hand against his ribs. With his left, he turned the certified work sheet so Senn could read it.

“We restore ordinary warning service first. The legacy branch remains isolated and takes a dead load only. No live bell, no suspended worker beneath the weights, and no solitary station.”

“That is my answer,” Senn said. “I asked for yours.”

“The cost is two runners for forty-three minutes, three fitters for the repair, one replacement brake pin, one bronze timing sleeve, two lengths of treated line, and replacement coverage if any of it fails.”

Lucan looked over the figures. “The Crown examination allocation can bear the evidentiary duplicate.”

“Not the repair,” Rowan said. “That leaves workers maintaining damage created by our inquiry.”

He wrote beneath the estimate with his left hand. The letters leaned unpleasantly but remained legible.

“If the repair is not admitted as a public safety charge, enter eleven silver and four coppers against my stayed claim reserve. Worker time is paid whether the test succeeds or not.”

Senn read the addition. “You have priced the line too low.”

“I was hoping North Bell purchased rope without ceremonial tassels.”

One of the runners coughed into his fist.

Senn amended the line by two coppers. “North Bell purchases rope that survives rain.”

Ilyne set her examination case on the stair post. “My conditions are separate. I retain custody of every original component removed. Rowan does not cross the evidence line or handle the warrant, the attachment, or the mechanism. The test uses authenticated duplicates. I may stop for evidentiary damage.”

“I may stop for heat, drag, unsafe movement, or timing variance above thirty seconds,” Senn said. “My authority is not subordinate to yours.”

“Agreed.”

Lucan signed as ordering witness. “No inference beyond demonstrated operation. No attribution to Cabinet Seven collectively or to an individual receiver.”

Senn pulled the isolation lever.

The tower’s hum broke into a descending shudder.

“Shutdown begins,” she called. “Thirty minutes.”

They climbed.

At the second landing, Rowan’s numb fingers slipped from the rail. A fitter named Pellin caught his elbow without touching the splint.

“If you fall,” Pellin said, “the paperwork will exceed the repair.”

“Then you acted from administrative necessity.”

“I acted because you owe us eleven silver.”

“Four coppers as well. Do not cheapen your principles.”

The fitters’ laughter followed them onto the relay floor.

Ilyne established a chalk boundary around the western-input housing. Rowan remained outside it with certified photographs, mechanism plans, and the authenticated duplicate of C7-Rem-14’s punched warrant edge.

Senn opened the access guard. The defect appeared before the housing did.

One hinge had twisted inward. The timing drum rode against a scored bronze sleeve, and the brake arm returned with a stuttering half-motion instead of settling against its stop. A fresh steel pin held the brake collar.

Ilyne photographed it in place, then measured it under angled light. The pin carried the paired offset punches and slipped crescent already certified to Marr’s legacy receiving-post issue.

“Recent installation,” she dictated. “After the last recorded maintenance opening. Provenance unresolved.”

“Does it bear on today’s certification?” Lucan asked.

“As evidence that the legacy assembly was physically altered and used,” Rowan said. “Not as proof of who fitted it.”

Ilyne accepted the limit. She removed the pin herself, sealed it, and passed it to her evidence porter. No separate inquiry was opened; it entered the existing retrofit-installer file.

The fitters replaced it with witnessed North Bell stock. Pellin drove out the scored sleeve while another worker supported the drum. A third straightened the hinge against a portable brace. Treated line replaced the frayed access pull, and every removed part went directly into Ilyne’s numbered bags.

At twenty-two minutes, Senn tested the brake by hand.

It caught cleanly.

At twenty-six, the guard opened without forcing the timing drum sideways.

“Ordinary path ready,” Pellin said.

Senn checked the heat strips, then restored North Bell’s independent warning circuit. Lamps kindled across the relay wall. The steady vibration returned beneath Rowan’s boots while the compromised branch remained separated behind a red exclusion clip.

“Ordinary service restored at twenty-nine minutes,” Senn called. “Legacy branch restricted to dead-load test. No live bell authority.”

Rowan entered the final cost: three fitter-hours, two runner-hours at doubled route rate, replacement coverage, one brake pin, one sleeve, two treated lines, and the bent hinge retained rather than discarded.

He signed the acceptance.

The test clock began only after Ilyne laid the authenticated duplicate warrant into the receiving-desk guide.

C7-Rem-14 possessed three physical control features no other surviving warrant in the bounded set combined: a three-stage delegated edge, a restricted protected-transfer shoulder, and a receiver window masked beneath the Cabinet Seven overlay. The duplicate preserved those dimensions without reproducing a usable seal.

At zero, Ilyne presented it to the restored desk reader.

The first gate admitted the Cabinet authority class. The second recognized delegated removal from North Bell duty. The third opened the protected-transfer route while leaving the continuing-custody register engaged.
