Chapter 10: Concrete on Paper

The first objection was that nine minutes could not contain what they claimed it contained.

Eli did not answer it.

He sat at the clinic intake table with his injured wrist braced against his ribs and let Mara put the question into the record exactly as Imani had requested.

“Did the team skip sterile preparation, mechanical clearance, or independent approval between the 07:47 debit and drill energization at 07:56:04?”

Rain tapped the boarded intake windows. Beyond the open inner door, the neutral pump workshop stood empty. Its western opening remained closed beneath a numbered plug and sterile patch. Neither the Annex hatch nor the northern seam had moved.

“No,” Eli said. “But the headline log makes it look possible.”

Ruth watched him from inside the chalk boundary around her chair. “An unusually generous opening statement for the prosecution.”

“I submitted the timeline.”

“Exactly.”

Mara pushed a cinnamon candy across the table.

Eli regarded it. “Is this evidentiary?”

“It is a witnessed intervention against committee-induced collapse.”

Ortiz took one from the bag. “Log mine as preventative maintenance.”

“You didn’t request clinical approval,” Imani said.

Ortiz paused with the wrapper half open. “Do you withhold it?”

For one breath, Imani’s expression softened. “Denied retroactively.”

Ruth laughed first. Eli did not mean to join her, but the sound escaped anyway, small and painful against his ribs. Even Mara smiled as she reclaimed the candy bag.

Then she called up the second-level records, and the room tightened again.

The base inspection packet carried a sealed timestamp of 07:34:18.

It already specified a six-millimeter maximum workshop-side opening, ultrasound clearance, filtered capture, negative-flow containment, a numbered plug, a sterile closeout patch, and a backup contamination kit. Stock contact, cot contact, hatch movement, and crossing any internal boundary were prohibited. Ortiz held mechanical stop authority; Imani held clinical and contamination stop authority. Mara controlled evidence custody and could halt the activity if Eli became medically unfit.

Prewritten closeout instructions and separate revocation fields were also present.

“Before the debit,” Imani said.

“Twelve minutes and forty-two seconds before it,” Mara confirmed.

The primary and backup sterile kits were photographed together at 07:36:42. Ortiz acknowledged drill isolation, pressure monitoring, and brace observation at 07:38:09. Imani accepted contamination control twenty-two seconds later. Mara assumed evidence capture at 07:39:02, and the retrieval and sealing tools entered the work zone at 07:41:16.

Eli indicated his entry at 07:49:12. “This is where the compressed record becomes vulnerable.”

His amendment named the destination exposed by the 07:47 debit: B-L Medical Reserve. It also confined the wall opening to the workshop side and prohibited expansion toward the Annex hatch or northern seam.

“You called it an inspection amendment,” Imani said.

“Yes.”

“It created neither the breach method nor the contamination plan.”

“No.”

“The backup kit existed before you named the destination.”

“Yes.”

“Then your mistake was descriptive.”

“And potentially jurisdictional,” Eli said. “I changed the named scope after the debit. An outside reviewer could argue that the amendment converted a dimensional inspection into a search.”

Ortiz folded his arms. “Did it?”

Eli looked toward the sealed workshop opening. “I believe it narrowed an already approved inspection. I also believe hiding the contrary argument would make any restriction we impose easier to overturn.”

Mara entered both statements.

Imani had accepted the destination limit at 07:50:03 while Ortiz degreased the drill housing after the first sterile barrier failed. Ortiz approved the mechanical coordinates at 07:50:27 as Imani sealed the rejected kit as contaminated waste. Outside the work zone, the second barrier was already staged.

No one had waited for every other task to finish.

From 07:50:31 through 07:55:58, Ortiz cleared and isolated the drill while Imani established and pressure-tested the replacement barrier. Mara verified the tools, seals, camera, and evidence numbers. Eli remained at the table and operated nothing.

“Battery?” Ortiz asked.

“Twenty-seven percent before and after,” Mara said. “No recharge or replacement. Workshop power carried the drill and scope. The pack remained reserve power.”

“Brace?”

“Zero point eight millimeter throughout.”

At 07:56:04, the drill energized.

Mara advanced the sealed operational video frame by frame rather than replaying the penetration as spectacle.

The receiver appeared at 07:57:11 beneath the same branch identifier returned by the 07:47 transaction. Thirty-five seconds later, the frame included transfer rails and a wheeled clinical cot. The refrigeration rack entered view at 07:58:22. Positions one, two, and four appeared occupied; position three did not. At 07:59:08, three sealed CV-17-3B containers were simultaneously visible.

The powered custody cabinet appeared at 08:00:17. Its status light remained active after Ortiz isolated the receiver branch seven seconds later. Independent telemetry correlated the cabinet load with the undocumented northern feed.

At 08:01:39, Mara preserved the cot’s thermal frame.

Imani raised a hand. “Interpretation deferred.”

“Recorded,” Mara said. “No finding on occupant, timing, or use.”

The lens recorded abrasions ending at the closed northern seam at 08:02:06. It did not cross the boundary. No carrier was activated, no routing transaction was initiated, and no endpoint beyond the documented bay was confirmed.

Ruth leaned forward without leaving her chalk boundary. “The receiver prepared its acknowledgment before the local branch registered acceptance.”

Mara aligned the clocks.

The preparation load began at 07:46:58. The authenticated clinical debit entered the clinic record at 07:47:00. Local acceptance followed at 07:47:01.

“Independent clocks?” Eli asked.

“Three,” Ortiz said. “Clinic custody, workshop power, cabinet feed. Maximum observed skew: two-tenths of a second.”

“Then the order stands,” Mara said. “Preparation, debit, acceptance.”

“Advance coordination or queued automation,” Ruth said.

“Not proof of a person,” Eli added.

“Nor proof against one,” Imani said.

Mara entered the bounded language.

Closeout had begun at 08:06:04, not 08:08 as the headline sheet implied.

Ortiz physically locked the receiver branch at 08:06:04. Four seconds later, Mara began withdrawing the borescope. Imani initiated contamination closure at 08:06:11. While Ortiz verified manifold pressure and the 0.8-millimeter brace, Mara’s independent evidence mirror began writing at 08:06:19.

The numbered plug seated at 08:08:37. Imani signed the sterile patch at 08:09:02. Ortiz relinquished his mechanical token at 08:09:18, followed by Imani’s clinical and contamination token at 08:09:31. Mara’s mirror completed at 08:10:06.
