    Chapter Index

Rain hammered the receiving-bay awning hard enough to blur Gerald Ames’s assisted breaths.

Inhale. Compressor hum. Exhale through a damp filter.

Bell crouched beside S-14 with three clamp displays under a clear rain shield. Warm converter exhaust pushed against the cold air, carrying the smell of wet insulation and heated battery plastic. Each compressor stroke put a faint tremor through the orange cable restrained across the concrete.

Rusk watched the cable path, Ames’s mask, the fan cadence, and the portable support battery in sequence. “No obstruction. No cadence change. Battery decline continuous.”

Ortiz ducked beneath the awning. Voss followed with the sealed archive terminal braced against her chest.

    “Clock starts now,” Ortiz said.

    Rusk marked the board.

T+0 CART TO SOUTH GATE: 14 MINUTES AMES REASSESSMENT: 4 MINUTES SUPPORT PROJECTION: 173 MINUTES

“The cart carries twenty-eight certified kilowatt-hours,” Ortiz said. “That capacity remains divided among two guard posts, one water relay, and exterior support. Nobody assigns all twenty-eight to Ames.”

“The output cover remains sealed,” Voss added. “Arrival does not mean connection.”

Mara raised four fingers from behind the receiving-bay glass.

    Four minutes.

    Bell wrote beneath the clock:

    AMES DELIVERED LOAD: 121 W VERIFIED CONVERSION LOSS: 17 W S-14 INPUT: 138 W CR-4B UPSTREAM REMAINDER: 11–13 W

“The remainder has no compressor cadence,” Bell said. “It survives the carrier-spur isolation, and it is not conversion loss.”

Voss studied the figures. “Meter variance.”

“Then the installation history should support that.”

“The history requires two qualifying custodians under simultaneous powered custody.”

Ortiz removed his glove. “You have two.”

Voss looked at Eli. “And Mercer remains suspended.”

“Yes,” Eli said. “Terminal operation and routing authority remain suspended. I am not asking for either.”

    Rusk lifted three fingers.

“T plus one,” he called. “Three minutes to reassessment.”

Eli kept both hands behind his back. “I am authorizing one supervised authenticated evidentiary query. One query only. Installation-history events covering CR-4B retirement and the forty-eight-minute custody interval, the credential class and issuance batch attached to that handoff, and the later service-permission ledger necessary to identify the current institutional answering authority.”

    “Personal fields?” Voss asked.

“Suppressed at source. No operator-name request. No endpoint command. No switching, routing, seal operation, or limb test. CR-4B is already established. CR-4A is outside scope.”

Danner opened the witness header without surrendering the keyboard. “Risk statement?”

    Eli dictated it.

“Live archive access may be observed, may trigger a permission response, and may permit an authorized remote authority to alter or renew the accessible state during examination. Any such change must be preserved as a separate event and cannot be treated as personal attribution.”

Danner entered the language, then turned the display so Ortiz and Voss could read it.

The header named Eli as the authorizing evidentiary participant and named Danner as terminal-current supervisor with automatic cutoff authority at a three-watt variance. It also recorded Eli’s suspension and denied him terminal, routing, or operational control.

Ortiz signed. Voss signed after him.

“No contribution is conditional on proving Eli right,” Ortiz said. “The coalition will accept Ames’s verified exterior burden if the record supports it. We will not silently adopt an unidentified remainder.”

“That is the fair limit,” Eli said.

    “It is the expensive limit.”

“Those are often the same limit.”

At T+2, Danner broke the terminal-case seal while a guard read its number aloud. She photographed the broken seal, dried the external socket, and connected the archive terminal to its isolated evidence battery. The recharge cart remained fourteen blocks of wet road away and had no electrical connection to the terminal, S-14, or Ames.

Ortiz took the left custody plate. Voss took the right.

    “Contact together,” Danner said.

They pressed their palms down simultaneously.

    Both plates illuminated.

    DUAL POWERED CUSTODY CONFIRMED

Bell synchronized the query clock to her meters. Danner watched terminal current. Eli stood two paces back where he could read without touching.

At T+3, Bell began the eleven-minute load measurement.

“Measurement window open,” she said. “Minute three through minute fourteen.”

Voss authenticated the bounded request. Danner executed it.

The first lock opened only while both custody plates remained powered. An installation-history slice appeared with personal fields redacted.

Bell read aloud while the guard recorded her words.

CR-4B INSTALLATION OWNER AT RETIREMENT: COUNTY RESERVE CONTROL

The retirement closure was followed by a departure scan. The next accepted custody event appeared forty-eight minutes later.

Voss leaned toward the screen. “There is your gap.”

“No,” Eli said. “Read the event class.”

    Ortiz did.

    PHYSICAL-CUSTODY HANDOFF — TRANSIT INTERVAL: 00:48:00

The branch telemetry beneath it remained continuous. Nothing in the record showed forty-eight missing minutes of power, response, or observation. The absent period lay between physical release and physical acceptance.

“Custody transit,” Bell said. “Not telemetry loss.”

The authentication field resolved beneath the acceptance event.

CREDENTIAL CLASS: CUSTODY-SERIES 7 ISSUANCE AUTHORITY: COUNTY RESERVE CONTROL BATCH: 7-R4 HOLDER: REDACTED

Ortiz kept his palm on the powered plate. “That establishes a County Reserve Control custody credential.”

“Not a current operator,” Eli said.

“And not a person,” Voss said. “The holder field is unavailable.”

    “Record all three limits.”

Bell exported the installation-history slice while both plates remained powered.

The second part of the authorized query opened the linked service-permission ledger. Its first line preserved the ownership distinction.

    PHYSICAL TITLE TRANSFER: NONE

The next event postdated the custody handoff.
