Chen inserted the ceramic wedge beneath N-12’s release tongue while Ortiz kept both coalition restraints open beside the wall cradle.

“Resistance,” Chen said.

“Hold.”

Cold gray metal filled the recess. The larger housing had not moved the six centimeters to their inspection stand. N-12 had received it in the cradle, stamped it there, and hidden its intervention packet there. Ortiz wanted every reaction recorded against the original mount.

Beyond the barricade, Rafi Bell watched the locked northern collar.

Ortiz tested the breaker’s steel lock bar and raised the intact witness strip toward Chen’s camera. “Physical isolation intact. No coalition current.”

Imani answered through the evidence tablet. “No branch contact, credential presentation, endpoint search, beneficiary query, inner-barrier crossing, collar opening, or route movement authorized.”

Tessa entered the clinic window carrying Wash Lot One.

“Clinical exception first,” she said.

On camera, she broke the three-liter seal and poured exactly fifteen milliliters as a medication vehicle. A patient swallowed, coughed, and announced that certified water tasted like a swimming pool with legal counsel.

“It tastes accountable,” Tessa said.

“That is not an improvement.”

Mara smiled into her scarf. Even Ortiz looked away from the cradle for a moment.

The water was not a claim or a hidden order. For half a minute, it merely helped someone keep down medicine.

Tessa resealed the lot. “Two point nine eight five liters remain. Lots Two through Six unopened.”

Eli entered the amount.

Ruth occupied a redacted witness window beside Imani. Compression blocks hid half her face.

“No Calder credential use,” Ruth said. “Current, historical, copied, recovered, or delegated.”

“We can certify only what we control,” Eli replied. “No credential will be presented, activated, or queried. Your tested current, recovered, and personal derivative keys remain excluded. Copied, delegated, and untested historical authority remain unresolved.”

Ruth disliked the limit. She accepted it anyway.

“Lower the wedge five degrees,” she told Chen. “Do not push inward.”

Ortiz raised one hand. “Familiarity is evidence, not authority.”

Chen changed the angle. The retention tooth released with a dry click.

The outer sleeve opened around a matte-black inner barrier. No hand or instrument crossed its plane. An old northern witness ring bordered the barrier, and beside it waited an empty fitted recess for a removable counterkey.

Chen imaged the serial, custody stamp, witness ring, recess, and unopened hasps in one continuous pass.

The left service rail carried a torn adhesive bed and a pale laminate shadow. Three parallel scratches ended at a custody-access notch. Fresh grease crossed an older black layer.

Mara held a contactless thermometer over the stripped reviewer controls.

“Rear pad is three point one degrees Celsius above the adjacent housing.”

Chen changed to thermal imaging. A hand-wide interruption in the condensation lay across the pad. While they watched, beads began reforming at its edges.

“Recent handling,” Mara said. “Recent enough that the control remains warm and condensation is still recovering. That supports a recent departure from this station.”

“Not the time of laminate removal,” Eli said.

“Correct. The missing laminate, empty acknowledgment slot, grease, and scoring establish later evidence access. They do not establish that the departing reviewer performed it.”

Chen recorded both findings separately.

Imani and Ortiz supplied their divided authorization. The sleeve folded along its designed ridge, exposing the external service plane and an amber rail.

RETENTION CLASS: MANDATORY INTERVENTION PACKET.

The surviving events showed the warning opened at 05:17:31 by a registered control custodian distinct from the legacy intake authority. The intake session began comparison at 05:17:33. A protected clinic order attached at 05:17:38. At 05:17:57, the same surviving reviewer-role sequence co-signed continuation through the removable counterkey. Acceptance committed at 05:18:02.

Eli entered a correction beside his earlier certification.

“I attributed every event in the shared session to the intake credential. That was wrong. Intake authority created the session but could not satisfy the mandatory reviewer gate.”

“Same reviewer at opening and continuation?” Imani asked.

“Same authenticated role sequence and uninterrupted gate continuity. Not an identity or location.”

Ruth leaned closer. “And not me.”

“Your tested keys did not authenticate those events. That is the full exclusion.”

Tessa accepted the corrected chain and formally suspended clinic reliance on concealed N-12 orders. Alvarez’s potassium would be delayed forty minutes while a concentrated substitute was prepared; twenty milliliters of certified water remained denied because he was stable and an alternative existed.

“For future clinic decisions,” she said, “a session or credential family is not a decision-maker. If the responsible authority stays concealed, the clinic records a refusal and the patient cost.”

Eli felt heat rise under his collar. “Accepted. Including my responsibility to preserve that distinction.”

Evidence-tablet battery: 14.08 percent.

Ortiz read the authorization for one bounded receiver challenge. It permitted comparison against the preserved Cabinet Three second-pulse digest and receipt of one acknowledgment. It prohibited endpoint inference, identity disclosure, route disclosure, bearing, distance, beneficiary access, or a second attempt.

Ruth’s image sharpened despite the redaction. “Do not use my credential as the challenge source.”

“We won’t,” Eli said. “N-12’s witness ring issues from its integral custody cell. The tablet only observes and compares.”

“If the ring asks for a continuation key?”

“We stop.”

Imani read the matching authorization. “One nonce. One acknowledgment. No expansion.”

Eli touched the passive challenge control.

The ring flashed amber. The tablet registered no draw from the isolated breaker, clinic line, eastern meter, or coalition equipment.

INTEGRAL CUSTODY CELL: ACTIVE. BOUNDED RECEIVER CHALLENGE: ISSUED. CONTINUATION NONCE: ONE.

A coded pulse traveled through the witness ring. Its first interval matched the preserved Cabinet Three pulse family. The ring paused, then struck the concrete with a faint mechanical tick.

RECEIVER PROCESS: AUTHENTICATED. CONTINUATION NONCE: ACCEPTED—SPENT. ACKNOWLEDGMENT RETURNED.

Chen kept the camera on the ring and physical isolation strip. Ortiz called the breaker unchanged. Imani confirmed the clinic and pump lines remained isolated.
