At 06:19:36, the certified water already existed.

Eighteen liters waited at the clinic in a sealed receiving vessel. The diagnostic battery remained at 14.52%. Pump service was isolated, the N-12 collar was locked under a replacement seal, and no one at the northern junction possessed authority to move a valve, energize a line, or repeat the cycle that had put the water there.

Eli made Chen place those facts above the proposed allocation.

“Not findings,” Mara said. “Constraints.”

“Both,” Eli replied. “If the vote starts by pretending we can make more water, the rest is theater.”

Rain ticked against the service-corridor grating above them. The transparent evidence guard over the cloudy northern witness seal caught Ortiz’s work light and gave back a dull white glare.

Chen opened the corrected isolation record on every linked screen.

From 05:35:10 to 05:41:32, Chen had reconciled the System trace, independent pressure gauge, battery rail, receiving meter, and witness feeds.

Sampling, conductivity review, and certification occupied 05:41:32 through 05:46:50. The four holders signed their separate operational fields between 05:46:50 and 05:51:06.

Image comparison of the northern collar followed. At 05:56:44, the scored seal entered Ortiz’s physical custody while Chen took custody of the synchronized image set. Collar locking and replacement sealing concluded at 06:02:41.

Only after the custody chain validated did the final receipt generate.

Eli highlighted that line. “Anything carrying an earlier receipt time was a preview field generated before certification and custody completion. It cannot be used as the final receipt.”

Ortiz studied the intervals. “No actions removed?”

“None,” Chen said. “Only restored to the order supported by the feeds.”

“And the receipt still assigns the eighteen liters to northern continuity?” Imani asked through the clinic link.

“Yes.”

Her camera showed the receiving vessel behind her and six instrument trays stacked beside a bare sterilization rack.

Mara folded her arms. “Then my proposal is simple. Suspend northern acceptance, seize the route, and reserve clinic delivery until we know what N-12 is serving.”

“No,” Eli said.

The word came out more quietly than he intended, but the corridor carried it.

Mara looked at him. “We have six washes. After that, I have contaminated instruments and an unknown service receiving priority over named patients.”

“We do not know that it is receiving water.”

“We know it took priority.”

“We know the gate accepted northern continuity before rejecting a mechanically safe clinic reroute. We know the branch moved. We do not know whether it carries water, command traffic, or both. We also do not know whether cutting it kills someone.”

“That uncertainty applies to the clinic too.”

“Yes.”

Eli hated how insufficient the answer sounded. He left it standing.

“Not its protected identities under this authority,” Ortiz said.

“We can request a metadata-only review of the delayed local attestation,” Eli said. “Timing, credential class, source terminal, and whether the signer had already received notice of the northern acceptance. Names remain sealed unless two custody holders authorize the next stage.”

Mara gave him a hard look. “Another request.”

“An actionable one.”

“And while it waits?”

Eli brought up his allocation proposal.
