Chapter 24: Joint Receipt

Eli appreciated the restraint because it cost them something.
Cold white barricade lamps flattened the service corridor. Rain clicked through a cracked drainpipe behind the reviewer. Inside the chamber, the wall cradle held N-12’s larger retained container in the same passive closure recorded at the end of the previous examination: sleeve lowered, shutters settled, no new examination seal applied.
The evidence tablet showed 13.62%.
“Authorization before role presentation,” Eli said. “Enforcement before either.”
“You requested my return,” the reviewer replied.
“And I intend for it to survive challenge.”
Chen stood beside the barricade bar with a body camera clipped high on his vest. He turned slowly, recording the empty yellow-line perimeter, the reviewer’s position outside it, and every person already inside.
“No unauthorized personnel in the chamber,” he reported. “Barricade secured. Continuous recording active. Crossing log unopened.”
Price appeared on the tablet from the clinic, her image reduced to a low-frame monochrome feed.
“My custody share authorizes one passive mechanical examination,” she said. “Scope is limited to reopening the retained container’s outer sleeve and accessing its fixed lower witness drawer. No current, endpoint analysis, beneficiary query, counterkey operation, or contact with the integral custody cell.”
Eli entered her statement, dimmed the display, and turned to Ortiz.
She inspected the cradle before answering. “Physical oversight share concurs. I retain immediate stop authority for contamination, mechanical danger, scope expansion, or tool deviation. The removed cassette and amber rail are excluded from this authorization.”
“Separate entries complete,” Eli said.
Chen stepped to a steel evidence cabinet across the chamber. Its divided package showed Price’s remote seal geometry over Ortiz’s physical wire restraint. Through the clear inspection window, the amber rail lay beside the removed control cassette.
Chen read both package numbers. Ortiz checked the wire twists. Price compared the remote seal pattern through a three-second camera view.
“Package intact,” Price said.
“Cassette and rail untouched,” Ortiz confirmed. “Neither is inside the wall cradle.”
Chen returned to the barricade and faced the reviewer. “Enforcement support physically present and logged. You may present the role credential without crossing.”
Only then did the reviewer open their coat.
The valid counterkey remained isolated in a rigid transparent sleeve. Beside it hung a steel credential bound by twisted black wire. The reviewer extended the credential over a tray Chen had placed outside the barricade.
Ortiz inspected without touching. “Wire continuous. Oxidation uninterrupted. Mechanical serial four-seven, black notch, six.”
Price compared the recessed broken circle, vertical cut, and five-point custody fork against the authenticated reclamation record.
“Mandatory interrupted-custody reviewer role verified,” she said. “Personal identity, appointing authority, handler, and relationship to either counterkey remain unverified.”
“My participation does not surrender protected custody,” the reviewer said.
Eli recorded the objection separately. “Verification does not erase your dispute.”
Chen lifted the bar. “Reviewer crossing authorized at ten centimeters right of center. No contact with evidence or sleeve unless separately directed.”
The reviewer crossed. Chen lowered the bar behind them and logged the movement.
The tablet read 13.43%.
At the wall cradle, Ortiz pointed beneath the empty channel where the amber rail had previously seated.
“The rail is elsewhere,” she said for the record. “This flange belongs to the larger retained container.”
The reviewer nodded. “The fixed witness drawer is behind it.”
Eli crouched. Cold traveled through his trouser knee. The drawer’s lip was almost invisible beneath the rail’s former seating position, protected by the retained container’s outer sleeve.
“Lawful sleeve reopening first,” he said.
Price entered her custody share. Ortiz entered hers. Chen recorded the ceramic driver before handing it over: length, blunted tip, no conductive insert.
Ortiz released the passive shutter catches. The sleeve rose with a dry metal whisper, exposing the fixed lower flange without moving any powered component.
“No current indicated,” Chen said.
“No coalition current applied,” Eli corrected. “Integral cell status remains unknown.”
Ortiz accepted the correction.
The reviewer directed attention to a curled guide edge. They did not touch it. “Two millimeters of drawer travel. More engages the custody pawl.”
Ortiz positioned the ceramic driver.
“Four degrees left,” the reviewer said.
She paused.
Eli compared the angle with the preserved mechanical geometry. The scored flange concealed the original guide plane.
“They’re right,” he said. “Record that the reviewer prevented contact with the witness bed.”
Ortiz shifted the tool. “Correction accepted. Control remains mine.”
The drawer opened two millimeters.
A pale laminated strip appeared beneath the flange. Its exposed edge carried the same five-point custody notch as the stripped acknowledgment channel in the removed cassette.
Eli activated the camera for three seconds.
The strip showed old yellowed adhesive, a clean absence where the acknowledgment component had lain, and newer grease pressed across both layers. At the protected contact edge, the grease carried the same transfer interruptions as the newer inner witness seal documented in Chapter 23.
Ortiz raised a magnifier. “Original retention adhesive first. Acknowledgment removed second. Later witness material and grease transferred after removal.”
“Can you identify who applied it?” Price asked.
“No.”
“Can you establish sequence?”
“Yes. Later access and resealing occurred after original retention and before coalition restraint.”
The reviewer’s face gave nothing away.
Ortiz used sterile forceps to ease the strip outward. Adhesive stretched from its underside.
“Stop,” she said.
Chen immediately raised one hand. “All movement stopped. Yellow line secure.”
The reviewer leaned no closer. “Routing face down. Rotate against the fold, not the adhesive.”
Ortiz looked to Eli.
“Advice only,” he said. “Physical control remains with Ortiz.”
She adjusted. The strip released onto a sterile tray without tearing.
The tablet showed 13.04%.
