    Before Sera arrived, Orra Pell read the countersigned interpretation into the witness channel. He kept his voice level and each word distinct, giving the recording no room to confuse a procedural pause with uncertainty.

    “Authenticated collection may establish the next presenter. Seizure becomes mandatory at the first movement outside that route: concealment, alteration, or transfer. Neither Mara nor Vale retains discretion after the threshold.”

    The channel registered Pell’s identity, the countersignature, and the narrow scope of the interpretation. Confirmation text appeared on the wall feed. Mara read it twice without moving from her place beside Cart Twelve.

    Sera could approach under valid authority. She could identify herself, unlock the assigned compartment, and extract the item with an approved tool. Those acts continued the authenticated route. Suspicion alone gave Mara and Vale no basis to intervene.

    The instant the wafer moved toward concealment, alteration, or transfer outside that route, observation ended.

    No warning was required. No judgment remained.

    Cart Twelve’s latch scraped three times.

    The first scrape tested the lock. The second carried the dry drag of metal over ceramic. On the third, the latch gave with a cramped internal click.

    Sera Kade knelt beside the cart, angling her body so the wall reader could see her wrist. Her band touched the reader.

    The confirmation settled beside Pell’s authorization. Sera glanced at the green assignment mark, then opened the compartment.

    A narrow-jawed puller came from Sera’s kit. She guided it under the wafer without touching the exposed contacts.

    “Built for wafers,” Elias murmured.

    He stood close enough to observe the tool, not close enough to shadow her hands. Mara watched the puller instead of Sera’s face. It supported the wafer along two safe edges. Nothing about the tool or its use violated the displayed authority.

    Sera applied steady pressure.

    The wafer rose cleanly into the jaws. No scrape. No contact strike. No sudden twist.

    Vale’s hand waited above his release. Mara’s finger remained poised over hers.

    Sera drew the wafer clear. For one suspended second, she remained inside authenticated collection.

    Then she opened a cold, unmarked static pouch.

    It carried no inventory strip, destination code, or return field. The stiff black polymer absorbed the cart light. Sera widened its mouth and turned the puller toward it.

    “Threshold,” Vale said.

    Mara lowered her finger as Vale struck the release.

    The cache door folded away with a hard mechanical withdrawal. Air crossed the opened recess, bringing the smell of old lubricant and sealed dust into the corridor chill. The pouch edge fluttered.

    “Hold position,” Mara said.

    Sera froze.

    The wafer stopped less than a finger’s width from the seam. Her wrist tightened to keep the puller level. The pouch remained open in her other hand.

    “I have a valid extraction.”

    “And a later restriction,” Vale said.

    He touched his seal ring to the custody plate. The plate displayed the countersigned interpretation and opened a restricted hold field.

    “Narrow hold. Preserve her route. Detain nobody else.”

    Observation status changed to mandatory seizure around the wafer, puller, pouch, and authenticated route. No general detention notice appeared. No broader lockout followed.

    Mara approached with both hands visible.

    “Set the pouch down. Keep the wafer in the puller.”

    Sera did not move.

    Pell authenticated the order against the recorded threshold. “Comply without changing your current grip.”

    The confirmation appeared where Sera could see it. She lowered the pouch onto the cleared cart surface, mouth facing away from the wafer, and released it.

    Mara opened the transparent evidence cradle mounted on Cart Twelve. Bare supports waited inside.

    “Lower it.”

    Sera carried the puller over the cradle. Her shoulders had gone rigid, but the wafer stayed level. Its intact edges met the supports. She relaxed the jaws.

    “Withdraw straight back.”

    The puller came free without touching the contacts.

    Mara aligned the live cradle view with the baseline image. The chipped corner matched in shape and orientation. Under magnification, the contact defect retained the same uneven edge.

    “No new visible damage. Chipped corner and contact defect consistent with baseline.”

    She closed the transparent lid and pressed it into the frame. Her seal ring clouded and cleared the left custody tab.

    “Left tab sealed.”

    Vale waited over the right tab. “Carrier classification?”

    The question forced the record to distinguish what the seizure proved from what it did not.

    “Immediate carrier under authenticated authority,” Mara said. “Earlier operator unresolved. Packet author unresolved.”

    Sera’s jaw tightened, but she did not object.

    Vale sealed the right tab.

    “Joint custody complete.”

    Only then did Sera’s hand begin to shake. Her fingers remained cramped around the puller, locked into the shape that had kept the wafer steady.

    Mara activated a clean heat strip. Gray turned to muted amber. She placed it beyond the sealed cradle and every evidence item.

    “Not compensation,” she said.

    Sera looked at the strip. “Your bedside manner is terrifying.”

    “Documented complaint.”

    Vale’s mouth almost moved.

    After Pell confirmed that setting down the puller would preserve the route, Sera released it and wrapped her hand around the heat strip. Color returned by degrees to her fingers.

    Pell reviewed the seizure authority. “Limited exposure authorized. Active task packet only.”
