## Chapter 18: The Narrow Stop

All four originals remained where Chapter Seventeen had ended.

Leaf Q7-118 lay beneath seal Q7-118-L. The copy plate rested under Q7-118-P. The restricted-window receipt and stores reply occupied separate iron trays under Q7-118-R and Q7-118-S. Each cord crossed its own paper edge. Each knot bore Mara’s seal, the Examiner’s witness stroke, and the archive custodian’s smaller impression.

None had shifted.

The wax had cooled from glossy black to a dull skin that held every ridge. Paper corners projected beneath the iron fittings without fresh bends. The coffer chain still ran through the staple mortared into Tertia’s floor, and the stale room smelled of paste, resin, damp wool, and the faint metal bitterness left by U-23C’s damaged cage.

Tertia checked the chain by tension. She checked the trays by weight. She checked the four sealed packets against the positions recorded before the room had quieted.

Then she sounded the table.

THE ORIGINALS REMAIN SEALED. THIS CHAPTER WILL NOT REQUIRE THEM TO PROVE THEMSELVES TWICE.

The Examiner glanced at the packets. His right hand was still stiff enough that he held his pencil between thumb and two fingers.

“No one proposed opening them.”

“You did yesterday,” Mara said.

“Yesterday we were examining them.”

“And yesterday ended.”

Mara placed three jointly signed sheets on the empty half of the table. Unlike the originals, the examination notes could be handled. Their corners had already softened beneath repeated fingers. Every material observation carried three marks: Mara’s signature, the Examiner’s qualified concurrence, and the archive custodian’s certification of the cited fields.

The originals remained visible behind them, intact and unavailable.

Mara tapped the first sheet. “We have a finding. What we do not have is a restriction built from it.”

The Examiner lowered his pencil to his own copy. “That depends on which finding you mean.”

“The signed one.”

“The signed record contains observations. Your proposed conclusion contains verbs.”

Tertia pressed a dry pulse through the engraved lip.

VERBS ARE FREQUENTLY WHERE PEOPLE HIDE OWNERSHIP. THEY ALSO HIDE ACCUSATIONS. READ YOUR OBJECTION.

He did.

“Proposed language: ‘Q7-118 departed registry control at fourteen twenty-two bearing its complete routing, desk, and recipient margin, and returned at fourteen twenty-nine after unauthorized reduction and recipient relabeling.’ My objection is that the comparison proves only one change occurred inside that interval.”

Mara looked toward the four seals rather than touching them. “The recipient line.”

“Yes.”

“And the removed margin?”

“Removed at some point. The examination does not establish when.”

“Or where,” Tertia added.

The Examiner nodded. “Or where. Nor whether the person who relabeled the recipient line cut it.”

Mara drew one line through her draft.

Tertia felt the drag of the nib through the paper and table beneath it. The deletion was careful enough not to tear the sheet.

Chapter Seventeen’s signed notes supplied the boundaries. The restricted-window receipt recorded Q7-118’s issue at fourteen twenty-two and identified the recipient line then in force. The return record, made at fourteen twenty-nine, carried a different recipient label. No authority was attached to that change. The copy plate and stores reply established the dimensions and restricted provenance of the missing routing, desk, and recipient margin, but not the place or time of its removal.

Seven minutes contained the relabeling.

They did not yet contain the knife.

Tertia sounded the corrected distinction one clause at a time.

THE RECIPIENT LINE RECORDED AT FOURTEEN TWENTY-TWO DIFFERED FROM THE RECIPIENT LINE RECORDED AT FOURTEEN TWENTY-NINE.

Mara wrote.

THE JOINT EXAMINATION FOUND NO RECORDED AUTHORITY FOR THAT RELABELING.

Mara wrote again.

THE ROUTING, DESK, AND RECIPIENT MARGIN WAS DELIBERATELY REMOVED, BUT THE RECORD DOES NOT ESTABLISH THE TIME, LOCATION, CARRIER, CUTTER, DIRECTING OFFICER, OR CONNECTION BETWEEN THE REMOVAL AND THE RELABELING.

The Examiner’s pencil hovered.

“‘Deliberately’ remains supported by the edge findings,” he said.

“It does,” Mara replied.

“‘Unauthorized’ does not, unless absence from the records examined is converted into proof that no authority existed anywhere.”

Tertia considered that. The ordinary temptation was to demand the stronger word and leave Mara to defend it. The stronger word was also a wider surface for reversal.

THEN WRITE ‘WITHOUT RECORDED AUTHORITY PRODUCED TO THIS EXAMINATION.’

The Examiner looked up.

Mara’s nib paused. “That is narrower than my draft.”

IT IS ALSO TRUE.

“You understand that it leaves room for them to produce an authority later.”

IF THEY POSSESS ONE, I WOULD PREFER THAT THEY EXPOSE IT WHILE TRYING TO ESCAPE A NARROW FINDING.

Something almost resembling approval passed across Mara’s face. It did not survive long enough to become friendly.

She finished the sentence.

The Examiner read the complete finding twice. On the second reading, he struck out “alteration of Q7-118” and replaced it with “relabeling of Q7-118’s recipient line.”

“Alteration is broader than the proven interval,” he said.

Tertia let the correction stand.

Precision did not become disloyal merely because an adversary supplied it.

Mara signed first. The Examiner added: Concur as to alteration and temporal boundary; attribution not established. The custodian signed beneath them, confirming that the cited notes accurately represented the ordinary registry fields examined the previous day.
