## Chapter 25: The Fourth Plate

The stores cart reached South Cage while the Examiner was still arguing that two errors might remain two errors.

Tertia felt its iron-rimmed wheels through three floors: an uneven rear axle, a cautious mule, and the driver pulling repeatedly on the brake as inspection traffic crowded the north approach. Above the cart, the South Cage chain moved half a link before Mara ordered it held.

At the west threshold, the sealed South Cage and C-27 records remained physically separate. Mara stood between them with neither controlling key.

“State the innocent explanation again,” she said.

The Examiner did. “A clerk omitted SC-186. The same clerk, or another, repeated C-27. Carelessness can occur twice without coordination.”

“Not in this sequence.”

“That is your conclusion.”

“It is my arithmetic.”

Mara had the relevant entries read aloud without opening either sealed original. The witnessed extracts from the prior proceeding were already in the compact draft.

South Cage passed from SC-185 to SC-187. The expected position of SC-186 remained visible in the sequence, but its counterfoil was absent.

C-27 appeared twice. Neither appearance was an empty line or a corrected heading. Each governed a real transfer entry, and each sat inside an otherwise continuous neighboring sequence.

The Examiner tapped the draft with one finger. “A copying clerk could have skipped one number and repeated another.”

“On one copy,” Mara said. “Not across two separately maintained filing chains while preserving both surrounding sequences. To produce this result innocently, the South Cage clerk must omit a live counterfoil, the transfer clerk must assign one index to two real entries, and both defects must survive pre-filing checks without correction marks.”

“That is improbable. It is not impossible.”

“Agreed.”

The Examiner looked up at that concession.

Tertia spoke through the threshold wall. “Do not promote probability into identity.”

Mara inclined her head toward the stone. “I am not identifying anyone. I am establishing that the defects act together. The missing South Cage position removes one expected custody step. The repeated C-27 index allows two transfers to occupy one documentary position. One creates an absence where custody should appear. The other creates an extra movement without a unique index.”

“Which does not prove the two records describe the same object,” the Examiner said.

“No,” Tertia answered. “Nor the same bearer, office, route, cargo, destination, or author.”

The Examiner’s gaze moved from one sealed record to the other. “Then what finding do you request?”

Mara’s answer was narrow enough to survive.

“That the omission and repetition constitute one coordinated pre-filing corruption event for custody purposes. The affected sequence may not support sole custody, unilateral access, or unilateral closure. Physical method and attribution remain unresolved.”

The north approach had grown quiet enough that Tertia could distinguish the mule shifting its rear left hoof.

The Examiner tested the boundary once more. “No finding of sabotage?”

“No.”

“No finding against South Cage personnel, Central Stores, inspection staff, or any named officer?”

“No.”

“No finding that C-27’s second entry used the upper passage?”

Tertia answered that one. “No route has been identified.”

After a long pause, the Examiner pressed his witness mark into the draft.

“Accepted as an actionable coordinated pre-filing corruption event, subject to every stated attribution limit.”

Only then did metal strike metal inside U-23.

One restraint bolt sheared.

The release crossed Tertia’s stone as a sharp loss of tension. A heavier vibration followed as the upper mechanism shifted against its surviving restraints. The mule stamped. Boots scattered from the north approach.

“Clear the approach,” Mara called. “No running. Use the east stair and wait below.”

“North approach closed,” Tertia said. “West approach restricted. No one crosses U-23.”

A cage officer shouted, “Under what finding?”

“The record finding bars unilateral control,” Mara answered. “The broken bolt makes the route unsafe.”

Tertia measured the remaining load. U-23 had not opened, but ordinary passage was no longer defensible.

Mara requested stabilization authority. Tertia required the equipment, installers, witnesses, installation side, and withdrawal terms to be named before lowering the west bar.

Four court braces—CQ-31 through CQ-34—entered one at a time from the safe side. Harn Bell and Iri Sorn installed them while Nera Vale and Kest counted aloud. Both officers accepted Tertia’s immediate withdrawal signal, including abandonment of tools. Mara retained custody liability, and the Examiner confirmed that emergency withdrawal would not constitute spoliation.

When CQ-34 locked, the mechanism’s weight settled unevenly across all four braces.

“Temporary stabilization,” Harn reported. “Not repair or certification.”

“Record those exact exclusions,” Tertia said.

Before the closure frames unfolded, Mara laid four cold seal plates on a cloth where both witnesses could see them.

“Assigned plates: four,” she announced.

Nera touched each edge as she counted. “One. Two. Three. Four.”

The fourth plate clicked differently against her nail.

“Existing nick on the outer right edge,” she said. “Old discoloration inside the cut. No fresh bright metal.”

Kest leaned close without touching it. “Witnessed before deployment.”

“Cause not examined,” Tertia said.

The clerk entered the condition beside the fourth plate’s assignment.

Harn installed plate one at the north closure frame after threading the chain through the frame and existing wall ring. He pressed the closure-office die into its clay bed and accepted custody of the north barricade.

“One placed,” Nera called.

Plate two went onto the west frame beneath Mara’s hand. Her court die left a clean impression over the one-person threshold.

“Two placed.”

At Tertia’s direction, Kest set plate three into the existing west-threshold bracket. Wet clay dragged beneath its lower edge before seating. Tertia’s inscription faced outward.
