The refuge docket offered one answer for four people.

Corin kept his hands behind his back.

“No. State the price, effect, and beneficiary. Then ask four separate questions. Reading is not consent.”

    The brass face went blank.

A concussion rolled through the floor. Dust jumped from the witness rail. Below them, metal screamed against stone, followed by three blows through the rescue pipe, a pause, then three more.

A searcher shouted from the stairwell. “Response beyond the second obstruction. At least one alive.”

The Collection captain turned on Corin. “Secure the other answers. We can preserve objections after the shelter opens.”

“You want me to ask them,” Corin said, “or spend them?”

    “Make the urgency clear.”

“The floor has undertaken that duty.”

Below, the rescue pump missed a stroke. Its next arrived with a wet, grinding knock.

Corin faced the docket. “Can any participant answer for, infer agreement from, or prejudice another participant’s decision?”

Amber script formed beneath the scratched glass.

NO. FOUR NONTRANSFERABLE CONTROLS. RESCUE LABOR, ROUTE USE, SILENCE, AND PROXIMITY DO NOT CONSTITUTE ACCEPTANCE.

The captain lowered her seal. “I withdraw the request that you secure their agreement.”

Not remorse. A corrected instruction was more useful.

    “Recorded,” Mara said. “Almost graceful.”

    “Ventilation is impairing your judgment.”

“It has improved some of my professional relationships.”

Dann’s cough failed to conceal a laugh.

“Price,” Corin told the docket. “Without recital.”

    The register complied.

The claiming authority was the Orison Municipal Settlement Receivership—Black and Ninth Office. Its responsible human officer remained masked. Acceptance would not transfer evidence, occupy Corin’s three frozen Claim Slots, alter Identity Weight, merge custody standing, restore personhood, resolve his disputed identity, or grant or deduct Experience, Echo, Advancement Marks, attributes, or skills.

Once all four independent acceptances were complete, however, authority to withdraw, correct, or amend the completed settlement record would vest permanently in the Receivership.

Mara read the final line twice. “Even if my reservation is copied incorrectly?”

CORRECTION CONTROL VESTS IN BENEFICIARY UPON COMPLETION.

Dann tucked his hands into his sleeves. “My certification remains mine. The completed record containing it becomes theirs to correct.”

“They are not purchasing agreement,” Corin said. “They are purchasing the last edit.”

His disputed identity would become the settlement’s continuous subject without making him a legal person. The office could preserve him indefinitely as a durable objection only it could amend.

“A corpse with excellent filing continuity,” he said. “At last, professional advancement.”

Beneath the terms appeared an obsolete four-hook seal. Its inner barb matched the delayed stamps in his custody chain.

Dann leaned close without touching the glass. “Same seal family. Active Receivership routing trace.”

“Bind that finding to the 02:03 refuge filing and staged 02:14 intake. Future comparison only. No conclusion about the human filer.”

    “Entered.”

    Something tightened beneath Corin’s ribs.

The Bequest did not speak. Three cold, mechanical pulses crossed his chest, too regular to be pain. Silver text formed at the edge of his vision.

    BEQUEST SAFEGUARD NOTICE

    PRESERVER: ELIAN VALE

    SEALED CLAUSE: IDENTITY-AMENDMENT AUTONOMY

SUBJECT: CORIN VALE’S RIGHT TO AMEND HIS OWN IDENTITY

    ACCESS CONDITION: ONE INDEPENDENT WITNESS

CONTENTS SEALED. NO COMMUNICATION CHANNEL OPENED.

    The notice vanished.

    Corin waited. Nothing followed.

    Mara watched him. “The Bequest?”

“An automated notice. Elian preserved a sealed clause concerning my authority to amend my own identity.”

    “Contents?”

    “Unavailable without one independent witness.”

Dann shifted toward him. “Do you request one?”

“Not while the ceiling is applying for a lower position.”

Dann recorded the notice as an automated safeguard response, not communication from Elian. Corin authorized no access.

The docket separated into four controls: his disputed identity, Mara’s amendment authority, Dann’s certification standing, and the captain’s external jurisdiction. Together they substituted for a missing Voss-family living countersignature, but none could be delegated or combined.

The shared expiry opened at 08:30.

REFUSAL OR EXPIRY ACTIVATES CONTESTED REVIEW: SHELTER PRIORITY, EXIT ROUTING, EVIDENCE STORAGE.

    No one touched a control.

A rescue runner reached the chamber with blood across one knuckle. “Pump pressure failed twice. The hand winch is moving from the east passage, but its route is marked as evidence access.”

The winch crew had already begun rolling the frame toward the gate while he ran for authority. The captain authenticated the runner’s dispatch tab and the manifest clipped to his belt.

“External Collection jurisdiction authorizes temporary emergency operation of the runner, hand winch, two brace frames, and rescue lines. Nothing enters the settlement. No permanent route or custody right transfers.”

Dann certified only the visible absence of a filed prohibition against temporary rescue passage. Mara retrieved MQ-MECH-01 and MQ-MECH-02 from the inspection cradles and cleared an evidence lane without surrendering either mechanism or her amendment control.

By the time the east gate unlocked, workers were already bracing the winch for descent.

The lower gallery smelled of hot oil, wet stone, and overused air. Black water covered the floor. Beside the obstruction, the powered pump shook on its mounts, feeding a lifting ram beneath the key slab while drawing foul air through the bypass pipe.

Timbers bowed above it with every stroke.

The captain divided the crews between the brace frames and east anchor. Mara set both mechanisms behind a raised curb, scraped mud from the anchor bolts, and examined the recent scoring.
